Public Art Opportunity
The City of Ottawa invites professional artists or artist teams to submit qualifications for the opportunity to design, fabricate and install two permanent, site-specific artworks at the new OPS South Facility. This two-stage competition in held in accordance with the Public Art Policy. This Request for Qualifications document provides information, details and submission requirements relating to the OPS South Facility and to this public art competition.
OPS South Facility – Project Vision
In 2013, the Ottawa Police Service Board (OPSB) approved the Ottawa Police Service Facilities Strategic Plan (FSP). This is a long-term plan that provides clear direction on the infrastructure needed to support the police in the delivery of their operations. A major initiative within the FSP was the need for a new facility in the south of Ottawa to ensure that all Ottawans have access to modern and efficient police stations with client service centres across Ottawa – in the east, west, the core and now the south.
The OPS South Facility will house a mix of police operations and administrative functions, creating a collaborative working environment for Ottawa Police staff. The project is expected to the completed in 2022, with construction starting in Spring 2020.

Projet d’art public
La Ville d’Ottawa invite les artistes ou collectifs d’artistes professionnels à se qualifier à ce concours en vue de concevoir, de fabriquer et d’installer deux œuvres d’art permanentes propres à la nouvelle installation Sud du Service de police d’Ottawa (SPO). Ce concours en deux étapes est tenu conformément à la Politique d’art public. La présente demande de qualification fournit des renseignements détaillés sur l’installation Sud du SPO et le concours d’art public et précise les exigences de ce dernier.
Installation Sud du SPO – Vision du projet
En 2013, la Commission de services policiers d’Ottawa a approuvé le Plan stratégique des installations (PSI) du SPO. Il s’agit d’un plan à long terme qui propose une orientation claire quant aux besoins de la police en matière d’infrastructure afin de soutenir ses opérations. Une conclusion importante du PSI faisait état de la nécessité d’une nouvelle installation dans le secteur Sud d’Ottawa en vue d’assurer à tous les Ottaviens l’accès à des postes de police modernes, efficaces et dotés de centres de service à la clientèle répartis dans les secteurs Est, Ouest, du centre et, dans le cas présent, le secteur Sud d’Ottawa.
L’installation Sud du SPO abritera diverses unités d’opérations policières et fonctions administratives, créant ainsi un milieu de travail axé sur la collaboration pour le personnel du SPO. Le projet, dont la construction devrait commencer au printemps 2020, devrait être achevé en 2022.
